Juvenile delinquents are minors (between 10 and 18) who have committed some act that violates the law. These acts aren't called “crimes” as they would be for adults. Rather, crimes committed by minors are called “delinquent acts.” 

Teens are prone to making mistakes or committing crimes that are not fully in their control and this has led to juvenile delinquency. The global number of children deprived of liberty as a result of conflict with the law is estimated to be not less than one million. There has been an increase in the number of such children in Kenya and these children are confined in penal institutions with the aim of reforming them into productive citizens. 

A group of scouts decided to introduce scouting into the juvenile remands with the following objectives: 

1. Extend the offer of scouting to the children under difficult circumstances 

2. Introduce a value-based system in the institutions to help in character building 

3. To promote social cultural economic empowerment of vulnerable children for self reliance

It is expected that at the end of it, we shall be able to produce reformed and responsible citizens who will be helpful and self-reliant once they are re-integrated into their communities.
