Starting from September 1, 2018, the project "Scout - Leader of the Future Generation" has been launched within the "Community Building Initiatives Program" of the US Embassy.

The main purpose of the project is to create opportunities for children, teenagers and young people living in Jabrail IDP (Internally Displaced People) village, located in Bilasuvar district to become next-generation leaders, and develop their modern world-wide personal qualities such as teamwork, volunteering, entrepreneurship, organizing. Note that 11 settlements, including 4456 houses, have been built in Bilasuvar region, and Currently, 18262 Jabrail IDPs live there. There are 11 modern schools with 280 seats in each of these 11 districts. According to our research and observation, non-school activities of pupils from these refugee schools are very low. As a result, refugee youngers living in the settlements are also vulnerable to the development of personal qualities such as leadership and entrepreneurship. The necessity of elimination of these difficulties increases the importance of the project. Scout movement, the most up-to-date and leading non-formal education form in the world, will be used as a tool to achieve the project's goal. World Organization of the Scout Movement (WOSM) is a global organization that brings  50 million children, teenagers and youth from 217 countries together. The main target of the WOSM is to educate younger generations through scouting and rules-based values and to help individuals who have a more constructive role in society to build a better world model. Consequently, participants, take place in the project will gain some skills such as leadership, teamwork, volunteering, entrepreneurship and organizational skills. It should also be noted that the Association of Scouts of Azerbaijan (ASA) has been operating in Azerbaijan since 1997 and continues to develop and develop over the past five years. For instance, in August 2017 more than 2,400 foreign scouts from 166 countries participated in the World Scout Conference in Baku. In spite of providing various social events, seminars, and training by ASA that has never ever been directly involved with children, teenagers and young people living in refugee settlements before. But thanks to this project, we will prove that both the US Embassy and the ASA are aware of them and take care of them.

As we have already noted, the main objective of the project is to support children living in Jabrail IDPs village, located in Bilasuvar, creating opportunities for children, teenagers and young people to become next-generation leaders, and developing their modern world-wide personal qualities such as teamwork, volunteering, entrepreneurship, and organizing. To reach this goal, the project has several responsibilities. These include:

- Promotion of the project among the public; 

- Bringing up volunteer young people in this field;

- To make the daily lifestyle of children and teenagers effective by raising leadership, scouting knowledge and skills of young people through scouting training and master classes;

- Increase the number of children, teenagers, and youth who will be a member;

- Increasing public activity of children, teenagers, and youth in refugee camps;

- Introducing participant of "Future Leaders Exchange" in the region and propagation of the possibility of  children, teenagers and young people living in refugee camps to benefit from this program in the future;

For to implement  tasks arising from the purpose of the aforementioned project, will be using the support of  the  "Mubarizlar" Scout Group, which has been active for more than five years in Bilasuvar, as well as other volunteer members of the  Association of Scouts of Azerbaijan;

In general, children and teenagers aged 11-15 and youth living in Jabrail IDPs village, located in Bilasuvar, will benefit directly from the project.  A broad public awareness work will be conducted on the project. As a result, nearly 3,000 children, teenagers, and young people will benefit from the project directly. As for the age limit, those benefiting from the project will be aged 11-29 children, teenagers and young people.

It should be noted that there are 11 settlements in the area of Bilasuvar, totally 4456 houses, 18262 of them live displaced persons from Jabrayil. There are 11 modern schools in 11 settlements, each with 280 seats.
