Regional Level Disaster Management Cum Preparedness Training Course
Regional Level Disaster Management Cum Preparedness Training Course was held at State Training Centre, West Bengal, Ganganagar from 10-14 December 2018. 101 participants including 05 Staff member from 08 states association participated. (Bihar-13, East Central Railway -07, East Coast Railway- 13, Eastern Railway-15, Jharkhand- 07, Odisha-12, South Eastern Railway -18 and West Bengal -11). Shri Bablu Goswami, Regional Organising Commissioner (Scout), Eastern Region Conducted the event ably assisted by the invited staff members Shri Chapal Rakshit, from West Bengal State Shri Baijnath Prasad, DOC(S) from Bihar, Komal Kumari from East Central Railway and Kapil Rajak Office Secretary.
The Course was Inaugurated by Chief Guest Shri Shymal Biswas, State Commissioner (Scout), BSG, West Bengal State, Shri Prabodh Ranjan Biswas, State Organising Commissioner (Scout) and other dignitaries were also present. The inaugural function was a colourful opening with the lighting the Pradeep (Traditional Light) with high standard traditional cultural programmes was presented by the participating States.
Surf Smart: Surf Smart activity was led by Mr. Priyabrata Moharana, Rover of East Coast Railway with the help of Rover Vishal Pattanaik and Ranger Bhumika Burman. It is a Badge Programme, which help to develop new digital skills and awareness. It has three themes Connect positively online, protect yourself from online risks and Respect your rights and reputation online. After completion of all three stages everyone should be participated in My Internet Safety Promise. Complete any two activities in each group to earn the Surf smart Badge.
Knowledge of various type of disaster, what is disaster management and its means-prepared response, recovery, & mitigation, Knowledge of Fire Service, Safety Knowledge at Home, Knowledge of rehabilitative method from Govt. and NGOs, Knowledge of Anti Social Elements causing Disasters by Various mean, Demonstration of rescue operation by NDRF, Knowledge of HAM Services, and First Aid etc. were explained.
Fire Emergency Service: Sub Officer Mr. Vishwanath Mondal, Fire Emergency Service, Madhyamgram and his team member Shri Sandeep Kandu, Shri Vishwajeet Pal, and Shri Devashish Pal shared the Knowledge of different types of fire extinguisher, where when & how to use, How to manage different types fire with practical. First Aid: Dr. Amitava Bose from St. Jhons Ambulance were imparted the brief knowledge of Chocking and CPR, artificial respiration, Modern First Aid, Snake bite, Session on Blood donation, different types of improvise shelter making and Stretcher.
Free Being Me: Free Being Me activity is a badge oriented WAGGGS initiatives which based in self esteem and Body Confidence. Session had taken by Mr. Priyabrata Moharana, Rover of East Coast Railway with the help of Rover Vishal Pattanaik and Ranger Bhumika Burman. Participants were learnt about Image Myth, Beauty around the World, Mirror Mirror, Air Brushing, Cost of Image Myth, Media Detectives, and Breaking News on Body Confidence, Magazine Cover, Beauty Bubbles, Role Models, No more body talk & Take Action Plan. It changed our character a lot & helps us in gathering positivity in ourselves.
Messenger of Peace: The Messenger of Peace activity organized prepared a five base for introduction, Peace Message as Peace Tree, MOP Song- Aaa le le, MOP Beat, Networking Game and registration. All the Participants have dance on MOP Beat and enjoyed. They prepared the Peace trees with beautiful peace message. The session was taken by Shri Baijnath Prasad, District Organising Commissioner (Scout).
Ham Radio: Knowledge of Ham Service, utility at the time of Disaster with practice session taken by Shri Samar Kumar Biswas, Director, Bengal Ham Radio Institute and his implementation team member Shri Amarkanti pal, Shri Aditya Kumar Mondal and Shri Sujit Kumar Majumdar.
Traffic control and Road safety: Shri Nandan Kumar Biswas, Sub Inspector, Madhyamgram Police Station was imparted knowledge on how accidents occurs, what are prevention to be taken, how many type of traffic signals where to see and rules ,different types of accidents.
Rescue demonstration by NDRF: A well equipped National Disaster Response Force of 02nd Battalion, Kolkata had effectively dealt the Knowledge of equipment of NDRF, practical demonstration of Water rescue, different type of rescue at the time of Disaster and hazard, lifting and carry of victim from affected building under the leadership of Shri Subodh Kumar, Inspecter and his team member Shri Gautam Saha, Assistant Sub Inspector, Shri B. N. Tiwari, Head Constable, Shri T. Ram Babu, Shri Amar Chand , Shri Pratap Shekh and Shri B. Upadhaya
World Scout Environment Programme taken by leader of the Course Shri Bablu Goswami, Regional Organising Commissioner (Scout), which is based on 05 aims. During the course yoga practice cleaning programme under the Swachh Bharat Abhiyaan, rehabilitative method from Govt. & NGO that can support, knowledge of accident prone area were briefly dealt.
The Valedictory function was organized in the evening. The function was inaugurated by lighting the campfire. The participants presented colourful and high standard traditional cultural programmes.
All Faiths Prayer was held on 14th December 2018 Morning and the course came to an end after lowering the flag and singing National Anthem. Participants left the venue with sweet memories and enriched knowledge which may be used in their future life.
