MoP Consultancy Support to strengthen Adult Resource Management
The Messenger of Peace Project: consultancy support to strengthen adult resource management grant was received on 24 September 2012. The project was basically initiated to institute national award and warrant system in Bhutan. The project was for enhancing capacity development of our organization to institute award system so that leaders and volunteers can be inspired and motivated to work even harder and strive for recognition.
The Project began from 31st October till 31st August 2016. However, we have calculated the number of days of working hours for specific period. A total of 138 working days was taken into consideration and an average of 5 hours per day. The number of participants were 829 including 825 adult leaders and 4 from our Association.Challenges are an ever-present fact of life for any projects. One of the greatest challenges that we faced in implementing this project was the absence of local firms who have the capability to supply medals with our kind of specifications. Calling for open quotation several times was a daunting task and that took a huge chunk of our time. Tendering process for open tender as per the government rules and regulations is a time consuming aspect. Exploring markets in the APR was another challenge, since it was very difficult to communicate with the suppliers in another country. A lot of time was spent in waiting and communicating with the suppliers in the Asia Pacific Region.
Most of the problems that we faced were unanticipated and only revealed themselves as the project progresses. During the implementation of the project, we were not able to concentrate on our strategy and got ourselves bogged down wih emails and derailed by frequent meetings. Sometimes, we were distracted bu urgent though less important matters. But we did overcome by breaking down larger strategic goals into more manageable parts. These smaller components were easier to integrate into our daily routine. Problems such as these were in fact helpful to keep our product vision in my-mind by keeping it visually prominent through printouts posted around the office. It did help to weigh the cost versus benefit before taking a final decision.
However, the problems, challenges and difficulties were not so significant to jeopardize he project. Such difficulties and challenges gave us the experience that we need to plan for future projects. If the project had gone smoothly, we may not have learned any lessons. We may not have got any experience.
