As this is very special event for very young members of the movement, with a purpose to celebrate the Utsav was focused on need and interest of the Cubs and Bulbuls. Regional level Cub Bulbul Utsav was held at Scout Park, East Central Railway, Garhara from 04th to 08th October 2018. 240 Cubs Bulbuls along with their leaders and 9 staff members from Bihar- 18, Eastern Railway- 25, East Central Railway- 123, Jharkhand- 25, Odisha- 24, and 16 -South Eastern Railway State Association participated.

The Utsav was inaugurated on 04th October 2018 by the Chief Guest Respected Shri Pankaj Kumar Singh, Additional Divisional Railway Manager, Sonpur with lighting the Opening lamp and many other dignitaries like Shri N. K. Singh, Senior Divisional safety Officer, Sonpur, Shri Pradeep Kumar Singh, Chief Medical Superintendent, Shri Dr. Shalini Jain Chief Medical Officer and Shri Atulya Anand, Area Officer, Barauni were present during the inaugural function. The inaugural function was a colourful opening of the event with high standard traditional folk dance was presented by our little star Cubs and Bulbuls.

Cub Bulbul Greetings, Jungle Dance, Tara Story, Play Acting, Storytelling, Handicraft, model making, Painting and Drawing competitions, Folk Dance were organized during the Utsav.  Olympic, Fashion Show were liked and enjoyed by all the cub bulbuls.
