Enhancing Youth Programme through motivated Adult Leader

Project Implemented by The Scout Association of Maldives. Background Among the most critical challenges the Scout Association face include challenges in the areas of Youth Programme development and enhancement of Adult Leaders. Recently work has been done in these areas but much substantial work is yet to be done. In the area of Youth Programme, the most serious issue faced is lack of properly reviewed, up-to-date Youth Programme with no sufficient resource materials for unit leaders. Resulting lack of consistency, lack of attractive and relevant activities for young people declining membership growth. On Adult Resources, although leaders have been practicing scouting for a long time, much of their effort has not been recognized or acknowledged. At the same time, recently approved Adult Resources Policy has not been disseminated and new Adult Recognition Scheme is not implemented. Solution statement To overcome above mentioned challenges and critical needs for future development of scouting in the country, it is proposed that strong and vibrant sectional teams of experienced unit leaders are established as working teams to revise Youth Programme for the respective section. Sufficient resource materials in the form of handbooks and manuals are to be collated, prepared, printed and disseminated widely so that every island community also has access to these materials for successful scouting programme. During revision process of the Youth programme, appropriate changes will be made making it attractive and challenging. It will also be an opportunity to incorporate new learning theories into it. In the area of Adult Resources; immediate need is to disseminate recently approved Adult Resources policy for consistent adoption of all elements of Adults in scouting. This will standardize management of adult leaders uniformly across the country. The efforts, money and human resources already put in for the formulation and approval of a comprehensive Adult recognition scheme, which has been accomplished, with the help of a team of experienced regional consultant with support from regional office. Activities Four activities are proposed to attend the above-mentioned problems. This will include two activities relating to Youth Programme and two activities on Adult Resources. Activity one will focus on keeping Adult leaders aware and in consistency with the newly adopted Adult Resource Policy. Activity two will address the need to acknowledge and recognize services of Adult Volunteers in Scouting, through implementing newly approved Adult Recognition Awards Scheme. Activity three will address urgent need to review the Youth Programme through a National Youth Programme Review Workshop, bringing together adult leaders to help finalize a new up-to-date, objective driven Youth Programme for all three sections. The last activity, activity four will focus on production and dissemination of the new Youth Programme for all sections. The total project cost was USD23,448. Actions / Project Closure Among the total four activities planned in this project only activity two, production of recognition awards, was completed. Delay in setting up the necessary and relevant working committees, namely the Youth Programme Committee of the Scout Council prevented any progress in developing the youth programme area. This prevented further progress with Activity three and four. Activity one, Publication and dissemination of the National Adults Resource Policy, has not been carried out because of the delay in setting up the necessary and relevant working committees, namely the Adult Resource Committee of the Scout Council. The Scout Association of Maldives has now discontinued the project. However, the Association will continue to carry out the activities through other means and as part of the operational plan for the Association.
