Zambia Scouts under go reforms with Norwegian help
Zambia Scouts Association (ZSA) and Norwegian Scout and Guide Association has entered into an agreement in which the later will provide financial assistance to ZSA for a period of three years starting April 2021 through 2024 to improve the governance system, growth and help increase income generation in ZSA.
So far the first instalment was received and some activities started mostly the ones dealing with policies formulation and approval in order to pave way for the real scouting activities.
This post details the two major activities that have so far taken place under this partnership.
In preparation for establishing good policies, committees were formed by National Commissioners' Committee integrating many other scouters.
These committees then made drafts of the respective policies they were asked to handle and then a meeting was convened where all these committees met to discuss each other's draft documents. Final drafts were then drawn out off these and were then presented to the National Executive Committee (NEC) for scrutiny and approval.
The NEC then convened with the heads of the drafting committees present to scrutinize the drafts. Subtractions and additions were made in the process coming up with final drafts that were by the end of the two days meeting approved unanimously.

The Child Protection Policy
National Strategic Plan
Adult Resource Policy
International Policy
Uniform Policy
Youth Engagement Policy
Conflict of Interest Policy
Member Code of Conduct and Disciplinary Policy
Safe Scouting Policy
Finance, Fundraising Administration Policy, and
Financial Procedures.
These will then be presented to the National Scout Council for ratification and confirmation soon.
More activities are to be done following the approval of these policies while a committee is already handling the Training Manual, and the ZSA Constitution after which the POR will also be reviewed in line with the new constitution to be updated.
