The World Scout Committee (WSC) met for its 2nd regular meeting for this triennium (2014-2017) at the World Scout Bureau (WSB) in Kuala Lumpur, from 20 to 22 March 2015. The three-day meeting was attended by 21 WSC members (Africa Region was represented by its new Chairperson, Diouf Mouhamadou Bachir, while Asia-Pacific Region was represented by its Vice Chairperson, Shree Ram Lamichhane), six Youth Advisors, and key staff members of WSB. The programme of the weekend included:

• meetings of the Work Stream Groups -- Innovating Scouting, Reaching Out to All, Strengthening Scouting's Profile, and Governance & NSO Support -- to further fine-tune the roadmaps and plans previously developed
• trainings on the new World Scout Policies (Youth Involvement and Youth Programme), Adults in Scouting and Global Support Assessment Tool to increase members’ knowledge on issues to support NSOs
• seminars on Risk Management, Project Funding Opportunities and Recognition Process for Potential NSOs to deepen their awareness on internal processes
• informal and social moments
• the plenary session in which a comprehensive agenda was covered

Highlights from the main agenda:

• WOSM's Secretary General presented his report, taking the WSC through the main current issues, challenges and plans, besides the several engagements he had in the Regions and NSOs in Finland, the U.S.A., Switzerland, Australia and Malta since November 2014.
• The Committee approved a new articulation for the WSB Offices to reflect the new distributed model and in line with the "One WSB" concept that has been developed. A circular on this new articulation will be issued sometime end April/early May.
• The Committee approved a number of Key Performance Indicators (KPI) to measure the progress of the Work Stream Groups in implementing the Triennial Plan.
• A number of oral reports were received from the Work Stream Groups, the Youth Advisors, the World Scout Foundation, and the Messengers of Peace Initiative. Written reports had been submitted beforehand by a number of Standing Committees and Task Forces.
• Three of the Regional Chairpersons had the opportunity to make in-depth presentations of the situation in their Regions (Africa, Asia-Pacific and Interamerica).
• The meeting spent considerable time discussing matters related to WOSM's Finances – a new WSC Expense Policy (approved), Fee Collection Status, Current Financial Situation, 2015/16 Budget Preparation, and Commercial Licensing of WOSM’s brand.
• The meeting also spent time on Working Methods, during which a WOSM Complaints Policy was approved. As part of this agenda item, Terms of References for various sub-committees and Task Forces were also approved by the Committee.
• The Committee started discussing the creation of a Sustainability Charter for the WSC, work on which will be completed and presented at the next WSC meeting in October for a decision.
• The meeting discussed the applications from Scouts of Aruba, Scouts of Curaçao and Scouts of Macau to become new WOSM members. The Committee agreed that potential WOSM members should be provided with all the support needed to help expedite the recognition processes.
• The Committee discussed Organisations with Consultative Status with the WSC, Inter-cultural Cooperation, and Scouts supporting Ebola victims and survivors in western Africa.
• Finally, in terms of World Events, presentations were made with updates on the upcoming events -- 23rd World Scout Jamboree in Japan (2015), JOTA-JOTI (2015), 2nd World Scout Education Congress (2016), 15th World Scout Moot in Iceland (2017), 13th World Scout Youth Forum (2017) and the 41st World Scout Conference in Azerbaijan (2017).

Conclusion

The agenda was indeed packed for the three days but the energy level was high, and the outcomes were positive and constructive. One of the key achievements during the current meeting was the in-depth engagement of each and every person in the WSC during discussions and while arriving at decisions. It was also made possible with excellent planning and preparations based on the agreements in the WSC Charter approved at the previous meeting (November 2014). The WSB has continued to offer excellent support to the WSC. A good amount of work is to be done until the next Committee meeting, which will take place in Baku, Azerbaijan (2-4 October 2015).
