Arab Safe from Harm module - February 2026

The Arab Scout Capacity Building Module on Developing and Reviewing National Safeguarding Policies in Scouting - Cairo, Egypt - February 2026.

World Scouting’s priority is to ensure that every child, young person and adult is provided with a safe and supportive environment. World Scouting is committed to support National Scout Organizations (NSOs) and build their capacity in the Safe from Harm area, equipping them with the necessary knowledge and skills to implement safeguarding and offer a safe Scouting experience to all.

On the 3rd of February 2026, a 4-day Safe from Harm capacity-building workshop was held in Cairo, Egypt. The workshop was attended by 13 National Scout Organisations (NSOs), with a total of 20 participants. The participants were from Libya, Morocco, Algeria, Kuwait, Tunisia, Libya, Egypt, Saudi Arabia, Oman, Lebanon, Iraq, Palestine, and Qatar.

The consultants delivered a comprehensive overview of the key elements involved in reviewing and updating National Safe from Harm policies, highlighting how National Scout Organizations (NSOs) can strengthen existing safeguarding frameworks to remain relevant and effective. Participants engaged in interactive group discussions to analyse their current policies, identify gaps, and reflect on how safeguarding measures can better respond to current organisational realities and emerging challenges.

The workshop encouraged peer learning, allowing NSOs to exchange experiences and insights on how safeguarding policies are implemented within different national contexts. Interactive discussions and planning exercises helped participants consider how regular policy reviews, stakeholder engagement, and continuous training can support the long-term implementation of strong safeguarding practices across Scouting activities.

The workshop was hosted by the Arab Scout Region Support Center as part of the Safe from Harm services provided to NSOs with the support from World Scout bureau and consultants.

The project is implemented under Safe from Harm, a world policy that supports the safety, safeguarding and wellbeing of all children, young people and adults in Scouting, supported by World Scout Foundation, enabling young people to feel safe to try, learn and grow through their Scouting journey.
