108 Years of Scouting in Kuala Lumpur Camporee 2017 Scouting in Victoria Institution began with founding of 1st Selangor Troop on the 15th of March 1909 by the 1st principal of Victoria Institution, Mr. B.E. Shaw, 2 years after the World Scout Movement was founded by Lord Baden-Powell.
