I think that the first Scout gathering on partnership and solidarity was resulted with Marrakesh charter in 1994 International symposium on “Scouting: Youth without Borders, Partnership and Solidarity”, Marrakech, Morocco. 440 participants representing 118 Scout associations from 94 countries. Adoption of the Marrakech Charter to enhance partnership. An East Mediterrenean Peace cruise organized by WOSM and UNESCO Peace Cruise At that time I was international commissioner of the Guiding and Scouting of Turkey and heavily involved on the Project. The project held on Scout Ship Polish Scouts Schooner s/y Zawisza Czarny. The Mediterranean and the Middle East - The Peace Cruise Imagine a three-master sailing in the Middle East with a crew of young people from all over the Mediterranean, Israelis and Palestinians, Turks and Cypriots. They are the Sailors for Peace, who took part in a unique project for young people aged between 18 and 25 from youth movements of every type of political and religious persuasion that was organised by the World Organization of the Scout Movement in the summer of 1999. Between each stage of their two-week journey, 24 participants were given training in subjects such as peace education, conflict resolution, social understanding, intercultural learning, and the techniques of communication and negotiation. More than 100 young people took part in the programme, which was designed with the assistance of the North-South Centre of the Council of Europe and the Centre for Applied Studies in International Negotiations in Geneva. The European Union and UNESCO funded the project. Events promoting peace were held at every port of call in Egypt, Israel, near to Gaza, Cyprus, Turkey, and Greece. About a month before the İstanbul call of Polish Scouts Schooner s/y Zawisza Czarny we had most devestating earth quake and all program changed to a workshop titled "The Role of the Youth Organisations in the promotion of Peace and Reconcilation, and in situations of humanitarian emergencies" At İstanbul olympic house. The workshop treated three main topics. - The first one was about the role of the youth organisations in the civil society. - The second one was about the role of the youth organisations in promoting peace and reconciliation. - The third one was about the role of the youth organisations in tackling humanitarians emergencies. In the year 2004 The World Scouting decided to make a re evaluation of the Marakash charter . It was made at Bangolero - lndia The newcharter which is posted on http://www.scout.org/node/6259 I think that it is time to read all of those documents and find toops to Project them to grass-root level.
