Social Impact Measurement Toolkit

In 2016 WOSM initiated the process of developing a social impact measurement toolkit for National Scout Organisations. This toolkit is based on a simple cost-benefit analysis, which enables NSOs to calculate the cost of delivering Scouting and compare it to the benefit received by their local community from Scouting (including Scouts, Adults in Scouting and community representatives). The toolkit is at a final draft stage, and will be piloted from September 2017 onwards in six NSOs to test out the material and review it in light of feedback gained through the process. This will ultimately result in a new resource (toolkit) for NSOs that will enable them to clearly demonstrate to external audiences the benefits Scouting provides to society. In addition, it will help NSOs understand what aspects of their youth programme need improvement, as the toolkit contains elements that will enable this evaluation.
