BRUNEI SCOUTS COVID 19 EMERGENCY HUMANITARIAN OPS

7th August 2021 Brunei Darussalam was hit by the CoVid19 Delta variant, causing a second wave of infections much worse than the first wave in March 2020. Ad Hoc for Risk Assessment and Safety headed by Skip Hj Janaidi Hj Gunong (in his capacity as Commissioner for Risk Management and Safety) was created to establish guidelines for the recruitment of Scouts volunteers, risk assessments for tasking/assignments. I am tasked as Secretariat and also team leader for Scouts wristband team
Ad Hoc for Risk Assessment and Safety headed by Skip Hj Janaidi Hj Gunong looked at risk assessments before tasking was done. Volunteers from PPNBD were then dispatched to tasking locations based on requests from Ministry of Health, Ministry of Culture , Youth and Sports and National Disaster Management Centre. Volunteers included leaders, AIS and Rover scouts involved in food packing and distribution, swabbing, wristband tagging and logistical support at isolation centres.
Our volunteers packed and helped distribute food packs to more than 1000 families in quarantine in Belait and Tutong districts. Our volunteers in 3 national isolation centers provided valuable logistical support to medical staff and patients. Our volunteers were also involved in swabbing operations. Our volunteers did wristband tagging to ensure primary contacts of positive patients adhere to quarantine SOP. All these are still ongoing at the time of writing
Proposed measures once CoVid19 2nd wave operations are over 1. appreciation letters for Ad Hoc and volunteers 2. submission for MoP badges and scarves to be awarded to volunteers who have not received them 3. submission for PPNBD medals/awards to be awarded to Ad Hoc and volunteers 4. proposal for the allocation of PPNBD emergency operations budget (6 month period) 5. Proposal for the setup of Emergency and Disaster Preparedness Team in coordination with National Disaster Management Centre
