OUR FINAL SALUTE: FRANCISCO S ROMAN (1930 - 2016) 8th Sep 2016 We join World Scouting and the family of the late Atty. FRANCISCO S. ROMAN in paying our final salute to a great Scouter and outstanding civil leader. Fondly called by friends as Frankie, his rise to World Scouting was phenomenal, with the strong support of his wife Evelyn and their three children. He first served as National President of Boy Scouts of the Philippines and later as International Commissioner and Member Emeritus. Frankie’s first appointment to the Asia-Pacific Region was as Chairman of Public Relations Sub-Committee from 1980 to 1982. He was later elected to the Regional Scout Committee in 1986 becoming its Vice-Chairman and continued his remaining term as Regional Chairman from 1989 to 1992. Frankie Roman’s great legacy to the Region was the creation of the APR Scout Foundation in 1991 and the establishment of fee system. Finally at the 34th World Scout Conference in 1996 in Oslo, Frankie was elected as Chairman of the World Scout Committee, serving for three years. A self-made man, he was a lawyer, businessman and prominent Public Relations practitioner. He also devoted his life as a Rotarian, becoming the first Governor of Rotary Club of Manila’s new District 3810 comprising Manila, Pasay City, Cavite and Occidental Mindoro. To this great leader – we offer our prayers and profound thanks for his personal contribution in helping make this world a better place.
