ASSURING QUALITY SCOUTING AND GOVERNANCE IN CABO VERDE

Besides the need to enhance capacity of leaders, Associação dos Escuteiros de Cabo Verde, (AECV) is faced with system challenges related to management, outdated Policy and governance processes. Some of the vital documents have not been put in place and from the GSAT Self-Assessment results, some current processes and systems do not respondto the needs of the organization; hence, do not support AECV mandate of delivering Quality Assured Scouting to young people in Cape Verde. From Cape Verde Scout Association to address the issues internally, technical and financial support is required for a sustainable solution to these challenges.

 

Core to the Growth and sustainability of reputable stable NSO, is the presence of relevant Programme supported by procedures and systems that ensure measurable results.

Cape Verde Scout Association has depended largely on volunteers to support its programs and as it expects to experience growth of its members. Furthermore, AECV has not put in place mechanisms to offer capacity development support to its leaders through regular trainings and offering support mechanisms through robust systems and processes. This has created a capacity gap that threatens to erode gains made towards provision of quality scouting in an environment supported by effective systems and structures.

To revitalize Cape Verde Scout Association’s operational systems for effective governance and offer quality assured Scouting at all levels by starting to correct some of its basic governance and management issues thus building its institutional capacity. These the main

actions:

1. Conduct a management workshop to update NSO leadership on the challenge areas identified during the GSAT Self-Assessment and map out strategies for improvement.

2. Review of critical governance and policy documents such as Constitution, POR, Adults in Scouting and Youth Programme Policies conducted during a policies review workshop to later be validated by the Annual General Assembly.

3. There is also dere need to set up processes to review the educational programme (National Youth Programme) as well as the Adult Support (Adults in Scouting Policy) to help in the delivery of this programme

In other words, AECV’s improvement will set stage for the NSO working towards third party assessment. This project will basically helping to updated legal and policy documents that would respond to the governance and leadership needs of the NSO. These will promote the establishment and strengthening governance systems, structures and processes at all levels of the NSO paving way to offering of quality assured Scouting in Cape Verde. Through 3rd party assessment and GSAT certification, the NSO will have adopted globally accepted good governance and best management practices thereby attracting strategic partners towards sustainable growth of Scouting.
