: Ghana Scout Dialogue for Peace 2016 and Beyond
Ghana held a Messengers of Peace programme toward a peaceful election in 2016.The project was divided into four phases. These were:
• Flash Point Survey
• Dialogue Training
• Regional Dialogue Series
• Peace ART
The project was to ensure peace in Ghana before, during and after the national election
The flash point survey commenced on 28th November and ended on 11th December 2016 in all the regions in Ghana with the following objectives :
• Identify flashpoints to help direct project to communities that are vulnerable
• To help develop a concept note for each region per their issues.
• Identify existing flash points and emerging ones
Regional Commissioners in each region together with three Rovers visited the various security services and other organisations such the Ghana Peace Council, Ghana Christian Council as well as Police Service and Electoral Commission of the various regions. The exercise achieved its desired objectives because the various sake holders such the security services ,the Ghana Peace Council and the Electoral Commission and other sister organisations cooperated and gave vital information which made the survey successful. These information were used to organise the second activity, Dialogue Training.
The second phase of the project commenced in mid December with the main aim to create a common understanding by using dialogue which is a key strategy of the global Messengers of Peace concept.
A capacity enhancement course in form of a Training of Trainers (ToT) was organised in a three-day camp with participants drawn from the membership of the association across the country. The idea of promoting a Dialogue Training at the National level was to equip the thirty (30) animators/trainers to dialogue as advocates for peace in connection with the 2016 Presidential and Parliamentary elections as well as maintaining peace among communities to a large extent. The following outputs were realized
• A self-assessment and in-depth evaluation of needs were conducted of the survey, on flash points successfully
• There was a successful introduction to dialogue in relation to peace and elections
• A plan was aligned for the 8 Regions for the regional dialogue Series
• The training was able to evaluate regional concept plans for dialogue sustainability
• Out of the ten regions in Ghana, eight regions were present for the training, these were Upper East, Upper west, Northern, Brong Ahafo, Ashanti, Greater Accra, Western and Volta Regions. Though the project targeted thirty (30) animators, twenty-five (25) were present for the training, representing 83.3% of the targeted.
On the third phase of the project,which was Regional Dialogue Series,the twenty-five regional animators trained at the national level had dialogues programs in their various regions. This was to sensitise communities on the need to use dialogue in seeking peace. The regions invited regional personnel from some of the key stakeholders in Ghana’s election as well as other peace organisation. These were the National Peace Council, Electoral Commission of Ghana(EC) and National Commission on Civic Education(NCCE).
These personnel added were additional resource persons for the dialogue series. Opinion Leaders as well as traditional rulers were also part of the regional dialogue series.
The completion of the project is on the fourth phase which is The Peace Arts.These were socially conducted activities done in each region using the age of Scouts into consideration. As Scouts will have it some activities were conducted regarding the sections of Scouts. The day was concluded with a specific joint banner signing demonstrating scouts and community partnership and a football match between the scouts and the communities. It was a clear opportunity to show the community what Scouts do in a one show.
