Final Evaluation of Membership Growth Project
As part of the final evaluation and assessment of the Membership Growth Project, a comprehensive series of Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), institutional visits, unit visits, and case studies was conducted at the National Headquarters and across selected State Bharat Scouts and Guides Associations. The evaluation was conducted by the World Organization of the Scout Movement (WOSM) in collaboration with Development Initiatives for Change (Di4C) as the external evaluator.
The evaluation process was carried out through both offline/in-person interactions and online/virtual consultations between 08 July 2026 and 15 August 2026.
The evaluation covered the BSG, National Headquarters, and selected State Associations including Kerala, Chhattisgarh, Assam, Manipur, Odisha, Karnataka and West Bengal, Eastern Railway. The process involved consultations with national and state leadership, State Growth Coordinators, District and Local Coordinators, Unit Leaders, young members, educational institutions, school management and parents.
The field visits provided an opportunity to understand the implementation of the Membership Growth Project at different levels and to gather experiences from stakeholders directly involved in Scouting and Guiding activities. Visits to schools, Scout/Guide units and training centres were undertaken in Kerala, Karnataka and West Bengal, along with institutional interactions and grassroots consultations.
As part of the evaluation, several case studies were also documented, including Community Engagement and Turtle Protection in Odisha, Youth Journey in Karnataka, Use of Information Technology in BSG Karnataka, and Membership Growth and Expansion of Scouting in West Bengal.
