"Oplan Balik Agos": A project to restore the dead creek (water ways)

The Municipality of Calumpit is considered as the most flood-prone area in the province of Bulacan, Philippines since it serves as the catch-basin of water from the provinces of Pampanga and Nueva Ecija. Barangays Frances and Gatbuca which is along the Calumpit River, has always been experiencing intense flooding. Though most of the families are already use to that situation, they notice that as compared to previous years that flood can only stayed for a days,  nowadays, it may take about two/ three more weeks before floods subside. We studied the situation and after our research we found out that one possible reason of prolonged flood is the blocked/ closed “creek” located in between the Gatbuca and Frances. That creek is the only way that can course the water out from the two barangays to Calumpit River. With that, the scouts and scout leaders of our outfit think of a ways to to restore the said dead creek.
