Can take part in this ceremony -The members of the regional team holding the 2, 3 or 4 shives -District commissioners and their team members, holders of 2, 3 or 4 shives -Group leaders and members of their team, holders of 2, 3 or 4 shives -The heads of units, and assistants holders of the 2, 3 or 4 shives.
