Safeguarding Capacity Building Module - Qatar 2025

World Scouting’s priority is to ensure that every child, young person and adult is provided with a safe and supportive environment. World Scouting is committed to support National Scout Organizations (NSOs) and build their capacity in the Safe from Harm area, equipping them with the necessary knowledge and skills to implement safeguarding and offer a safe Scouting experience to all.

On 26th of September 2025, a Safe from Harm capacity building workshop was held in Doha, Qatar, for 4 days. The workshop was attended by 14 National Scout Organisations (NSOs), with a total of 31 participants. The participants were from Libya, Morocco, Algeria, Kuawit, Tunisia, Libya, Egypt, Saudi Arabia, Yemen, Oman, Lebanon, Iraq, Palestine, and Qatar.

The consultants delivered a comprehensive overview of the four key areas in the World Safe from Harm Policy, highlighting what National Scout Organizations (NSOs) can do in each area to ensure safeguarding is effectively implemented within their structures. Participants engaged in interactive group discussions to apply safeguarding policies in practical contexts and to exchange diverse perspectives and insights. In addition, the workshop addressed the development and adoption of safeguarding procedures.

Participants explored how to design and implement effective reporting and response procedures, as well as how to manage safeguarding cases appropriately. The final day featured a Listening Ears training session, where participants were equipped with the essential knowledge and skills to deliver the Listening Ears function effectively during NSO events and activities. The session included interactive case studies and discussions, which further enhanced the understanding and readiness of the Listening Ears teams.

The workshop was hosted by Qatar Scouts and Guides Association as part of the Safe from Harm services provided to NSOs with the support from World Scout bureau and consultants.

The project is implemented under Safe from Harm, a world policy that supports the safety, safeguarding and wellbeing of all children, young people and adults in Scouting, supported by World Scout Foundation, enabling young people to feel safe to try, learn and grow through their Scouting journey.
