Regional Seminar on Constitutional affairs February 10-14, 2016 Chisinau, Moldova

The Regional Seminar on Constitutional Affairs was conducted for the Heads and Executive Directors/National Secretaries of the National Scout Organizations of the Eurasia Scout Region on February 11-13, Chisinau, Moldova. 26 persons took part in the seminar, namely: • 16 participants – NSO representatives of the Eurasia Region; • Staff of the WSB Eurasia Support Centre: Regional Director Iurie Emilian, Assistant to the Regional Director Natalia Ulianenko, Director of the Department on youth programs and adult resources Doina Postica, Director on Strategic planning and internal regulations Nikolay Akatov; • Two members of the Eurasia Regional Scout Committee – Valentina Ursu (the Head of the ERSC working group «Youth programs and educational methods») и Hrachya Shmavonyan (the Head of the ERSC working group «Organizational building»). The Chairperson of the Eurasia Regional Scout Committee Irina Pruidze attended the seminar as the GSAT Facilitator; • David Shelmerdine and Melissa Casagrande participated as Facilitators from the World Scout Constitutional Committee; • Anatolii Khomutovskyi, interpreter, provided simultaneous translation of the seminar. The main aim of the seminar was to train NSO representatives and the Eurasia Regional staff on how to write and revise NSO constitutions, to follow the process of adoption of Constitutions. The main issues, which were considered and discussed during the sessions of the seminar were the followings: • Understanding a Constitution • Elements of a NSO Constitution • Relationship between a NSO Constitution and the WOSM Constitution • ‘Duty to God’ – Constitutional Considerations • Reviewing an existing Constitution • Regional Support • NSO obligations • GSAT as NSO best practice The final evaluation of the seminar was done during the last session of the event. Completed evaluation forms helped to identify how the seminar was able to respond to expectations of the participants. Moreover, the NSO representatives shared their future plans of action. In general, the Regional Seminar on Constitutional Affairs was very productive. Positive results were achieved in understanding of many aspects of writing and correction of NSO Constitutions. The NSO representatives as well as the WSB Eurasia Support Centre staff got a lot of useful advices and recommendations in regards to writing, revising and supporting the adoption of the NSO Constitution process. On behalf of the participants and on behalf of its own, the WSB Eurasia Support Center staff expresses sincere gratitude to the Facilitators of the World Scout Constitutional Committee - David Shelmerdine and Melissa Casagrande, as well as to the Regional GSAT Facilitator Irina Pruidze for their work and invaluable contribution to the Regional seminar. We sincerely believe that the invaluable wealth of knowledge gained from the seminar will help the NSO representatives and WSB Eurasia Support Center staff fruitfully carry out further cooperation in terms of writing constitutions, making amendments to existing NSO Charters, as well as to support the process of adoption of NSO Constitutions of the Eurasia Scout Region.
