A journey towards safer spaces for young people

Across Europe, Scouting continues to provide young people with opportunities to learn, grow, and explore. However, behind every camp, meeting, and badge is a fundamental responsibility. To make sure that every young person experiences Scouting in a safe, supportive, and respectful environment. From March to December 2025, the World Scouting European Support Centre has been leading a regional initiative to strengthen how Safe from Harm is integrated across Member Organisations. Through several step, this project aims to support national teams in strengthening their safeguarding policies, procedures, and practices so that young people’s safety and wellbeing remain at the heart of Scouting. Step 1 = understand where we stand Many Member Organisations across Europe already show incredible commitment to safeguarding, and all are at different stages of development (bear in mind there are 86 Scouting entities in Europe, so this will not be a one-year journey). Some have well-developed policies but need clearer procedures. Others have practical systems in place but have not yet mapped their work against the global Safe from Harm compliance framework. Step 2 = learn together across the region A central part of the initiative has been creating opportunities for Safe from Harm coordinators (the national leads for safety, safeguarding and wellbeing) to learn together). Through online discussions, workshops, and ongoing support, participants explored how the global compliance framework can be applied in practice. These sessions allowed organisations to discuss common challenges, exchange ideas, and share examples of effective safeguarding approaches. Step 3 = bring the learning to life An important milestone in the project took place during the 2025 European Scout Academy in Greece, where Safe from Harm coordinators gathered for dedicated safeguarding sessions. Meeting in person provided a valuable opportunity to deepen discussions and strengthen collaboration. Participants shared examples of national practices, explored common challenges, and reflected together on how to strengthen safeguarding systems within their organisations.
