The scouts of Northwestern University Laboratory High school with the help of school officials under the Ilocos Norte Laoag City Council of Boy Scouts of the Philippines conducted an Outreach program for literacy in Brgy. Talingaan Gawad Kalinga Namnama Village, Laoag City last Dec. 19-22 2016. The Project aim to teach children that cannot go to school we teach them how to write, compute and to have communication skills we also give them a plastic envelope containing learning modules, crayons, paper, pencil, sharpener and eraser
