Strengthening the Governance and Leadership
The Scouts of Haiti Governance and Leadership Advancement Program, funded with USD 20,000 through the generous support of the Kingdom of Saudi Arabia, in partnership with World Scouting and the World Scout Foundation under the Messengers of Peace Fund, is being implemented by the National Association of Scouts of Haiti (ANSH) from April 1 to December 31, 2026.
The project aims to strengthen governance, promote ethical leadership, increase meaningful youth participation in decision-making, and improve ANSH’s management systems in line with WOSM standards.
Despite insecurity and movement restrictions in Haiti, ANSH has adapted its implementation through decentralized activities. A key milestone was the institutional and governance assessment workshop held on May 30, 2026, with 45 participants, using the GSAT Version 3.0 tool.
Following the assessment, capacity-building workshops were conducted in several regions on good governance, ethical leadership, decision-making, risk management, accountability, and safeguarding. Young leaders actively participated in these activities and in the strategic planning process.
The project has also produced key institutional tools, including a Risk Management Manual, Code of Ethics, and Administrative and Financial Procedures Manual, while the National Strategic Plan 2027–2031 has been developed and is being finalized.
Overall, the project is making satisfactory progress and is contributing to a more transparent, accountable, participatory, and resilient ANSH, with stronger youth engagement in governance and leadership.
