Objectives of the programme are as follows:- • A preparation in terms of physical and mental for Rovers Scouts represented from each state to represent Scouts Association of Malaysia for World Scout Youth Forum Azerbaijan, 2017. • Expose the Rovers on policy roaming and information related to youth and Scouting in every level such as National, Region, and World. • Create a healthy platform for Rovers to elaborate their ideas, knowledge, as well as their concerns related to youth empowerment, involvement and engagement through Scouting. • To expose the Rovers to the concept and practice of trust building, cooperation and unity, as well as acknowledging their importance for the Scouts Association of Malaysia in terms of Rovers Scouts Movement in Malaysia. • To promote the empowerment of Rovers to achieve a better resolution in both the membership and leadership of Rovers as a current and future leader, as well as within wider Scouts level.
