Gerakan Pramuka Indonesia Disaster Preparedness and Community Service Project

The “Disaster Preparedness and Community Service” Project was organized with the aims to improve assessment skill i.e. surveillance, mapping and IT practices (online street mapp, application, streaming) of “Pramuka Peduli” / Scout Crisis Centre for potential disaster area. It also has purpose to equip the group with proper safety equipment and communication gadget as well as to strengthen the capacity of young people and leaders in Kwarnas in order to influence provincial and local scout, and give advice and recommendation for Early Warning System (EWS) as part of disaster preparedness, and child protection as community services. This project was run by the Gerakan Pramuka (Indonesia Scout Movement) in association with Scout Crisis Centre. The Disaster Preparedness and Community Service Project took place in 3 main islands: Sumatera, Java and Sulawesi where disaster is likely to happen. The Participatory Learning and Action (PLA) had been done in 3 those three islands, followed by Multiplication Action based on the Action Plans (which were developed during PLA) as response to present disaster. During the PLAs in done in Sulawesi, Sumatera and Java, rovers as the frontliners of Pramuka Peduli in those three disaster-prone areas had upgraded their skills on Disaster Assessment and IT Applications on the field. They also gained capacity to earn support from local stakeholders and are able to develop action plan to multiply action. During the Multiplication Action stage, participants did more practices and learned to implement the skill they got in PLA to find the most vulnerable (disaster-prone) area for Early Warning System recommendation. As part of Pramuka Peduli, they are honored to be there when the disaster or emergency situation appears so that they can immediately response to present disaster. As a result of this project, Pramuka are now able to implement the mapping of potential disaster, disaster documentation and networking for disaster preparedness. Those skills need to be improved and strengthened for 2 million Indonesia Rovers since they will be needed for disaster responses in higher level such as SAR, AID Distribution, also child and community services in association with Pramuka Peduli. Furthermore, the Early Warning System managed by Pramuka, developed through community participation and linked to government institution will work when disaster happen. Members of Pramuka Peduli by now have been ready to train and response. Once the disaster occurs, the teams are already prepared. Now that the project is done, we hope that this result will bring benefits to our people, national government and the neighborhood countries in South East Asia.
