DISASTER PREPAREDNESS TRAINING FOR SCOUTS in the Philippines PAGADIAN CITY, PHILIPPINES – 43 Senior and Rover Scouts ages 14 – 24 years old from different Local Councils in the Western Mindanao Region, BSP, have undergone the first Disaster Preparedness & Risk Reduction Management Training Course last 18 – 22 October 2014 at the Provincial Government Center, BSP Camp Dao, Pagadian City, Province of Zamboanga del Sur, Philippines under the auspices of the BSP National Executive Board Member and Council Chairman of the Zamboanga del Sur Pagadian City Council, BSP, the Hon. Governor Antonio H. Cerilles of the Province of Zamboanga del Sur. “Laging Handa” or “Be Prepared” common phrase that generally distinguish Scouts from others – being ready to respond to any untoward incident that may occur along the way – willingness to serve and has a trained ability to save lives of other people – Scout’s character towards selfless service. This initiative shows BSP’s in response to the National Disaster Risk Reduction and Management Plan (NDRRMP) 2011-2028 and introduces the aims, purpose and principles of the Scout Emergency Service towards home, school, neighborhood and community in times of emergency, disaster and calamities and how to mitigate, reduce and manage its risks. The course covers an in-depth discussion on the Philippine Disaster Risk Reduction and Management System, the National Disaster Risk Reduction and Management Framework as provided in the Republic Act No. 10121. This capacity building initiatives is made possible through the support of the World Scout Foundation (WSF) and HIS MAJESTY KING CARL GUSTAF XVI of SWEDEN during his country visit, and to be able to equip our Scouts to respond in times of disasters, natural calamities and emergency situation in their locality. The project aims to build capacity and create a strong foundation on Disaster and Emergency Preparedness as well as in Safety, Risk Reduction and Management in response to the NDRRMP as its own BSP-NDRRMP through training courses for Scouts, Leaders, Instructors and Trainers of the BSP in Luzon, Visayas and Mindanao. The project further seeks to strengthen the capacity of BSP Regional Offices and Local Councils to organize and mobilize Emergency Service Corps (ESC) groups to render service in times of disasters and calamities. At the end of the Project, BSP should be able to: 1. Disseminate information and raise awareness among Scouts, Leaders and Trainers on the importance of mitigating the impacts of Climate Change, Global Warming, Disaster Risk Reduction and Emergency Preparedness at home, school, neighborhood and community; 2. Institutionalize the organization, planning, implementation, monitoring and evaluation of Emergency Service Corps, Disaster Preparedness at the Local Council level through LCEB resolution, support fund and resources; 3. Organize Emergency Service Corps to all Local Councils in cooperation and support with the Provincial, City, Municipal and Barangay Disaster Risk Reduction Management Councils; 4. Establish linkages, networks and in cooperation among mandated government agencies, local government units and civic groups in regular capacity building program through training of Scouts and Leaders in Emergency Preparedness and Disaster Risk Reduction Management initiatives; and 5. Prepare Emergency Service Mobilization and Action Plan at the Local Council in preparation for emergency and disaster situations. The project implementation was headed by the BSP National Executive Board Member and National Program Commissioner, Cedrick G. Train; while the Course was headed by Professional Disaster Management expert, Mr. Broderick G. Train, assisted BSP Training Executive, Mr. Yasser F. Sarona and Mr. Thian Hiong Boon of the WSB-APR, with local BSP Trainers and Facililators, Mr. Alfredor Navallasca, Ms. Janice I. Gonzales and support staff from the Local Council. The opening ceremony was graced by BSP Senior Vice President and Acting Secretary General Atty. Wendel E. Avisado, who is also a member of the APR Regional Scout Committee, while the closing ceremony was graced by WSB-APR Regional Director J. Rizal C. Pangilinan.
